The following was provided by Anthony Daw explaining the use of the Shifting Sand ACTS module
Edit Hand Size: A player may adjust the hand size for year or U-Boat/Malta
Convoys and to reduce hand size to simulate taking a selected card in hand, see below
Starting with Selected Cards: To account
for Axis player select Rommel or Siege of Malta, or the Allied player select Barbarossa to start in there hand a player must
reduce the hand size prior to winter 1941 and/or winter 1942. If they draw Rommel/Siege of Malta/Barbarossa, they may then
draw extra card, otherwise they will have to declare the use of this card and later discard when it is drawn from the deck.
Reshuffle: A
player must manually set deck to reshuffle before winter 1941, winter 1942, winter 1943 turns. New decks are added
automatically at these times.
Ending the Turn: Before ending the turn, allow your opponent to discard any cards that they want; the system will only refill
to the hand allowance.
Discard/Reveal - Use for
LRDG missions: Click on reveal and then the # of cards. Leave the post to journal box empty
(the Axis isn’t supposed to now what is revealed). May also use for Ultra/Code Book card. In this case, the post to
journal may be clicked, as both players have that information.
Useful tracking: The following values can be manually set to aid in tracking
game events
- VP's - Track the total VP's
- Non-board VP's - Record VP's earned (or lost) for London/Rome, Fleets, East Africa, so that with the board position and these the total VP's are tracked.
- Barbarossa/Siege of Malta - Reminder if Axis may/may not receive RP's
- Action Phase - Use to keep track of which Action Phase
- Malta Events - record
how many of the prerequisites have been played by each side
- RP's - Use 2 or 3 digit number to record, Allies - 3(Br, CW, MA), Axis - 2(It, GE)

Adjudication on other situations:
- If too few dice are rolled, all dice are rolled over again
- If too many dice are rolled only use the necessary ones in order, all others
are disregarded
- If the number of sides is incorrect, all dice are rolled over
- General Rule - if an illegal move is made and the dice rolled
all dice are voided and the move is redone and all dice are rerolled. This is
particularly true in a case where a person makes multiple moves/attacks and has too few OPs to cover them (A person should
not be able to pick and choose, after the dice are rolled, which moves/attacks are made.) Players should grant an exception
to obvious move or typo. Do not penalize someone just because they wrote down
the wrong space if it is obvious would they intended to do. If it is clear what is intended, check with your opponent and
let it stand.
