When I started on the rudder and elevators I really hated the thought of blasting abrasive into the hinges through the joints. I decided to cover the joint line with some safety wire to keep as much out as possible. This seems to have worked pretty well.

Rudder and trim tabs “in the white”. I  wiped the parts down with naptha after blasting and primed with Polyfiber EP-420 epoxy primer as soon as I could the same day. If left more than 2 days visible rust would begin forming in our high humidity in Georgia.
