----- Recently did some research on Roofs. Seems like a lot of us need or are replacing them. Since there can be a big difference in price for equal quality from different contractors, I wrote up a brief "Myth Buster" summary that may be of interest. I think there are a couple of points of interest for those who haven't had their roof done yet, and maybe even those that have (especially those with New Roof Vents, but without proper soffit ventilation). Regards, and You're welcome to distribute to CHOA members. P.S. Have much more detail, but didn't write it up, but will answer specific questions in asked. Bill Buchanan 919-846-5161 ======================================================== Crosswinds is approaching the age where many of us are replacing our roofs. Some replacements are due to multiple storm damage, some due to just the fact that our "20 year Roofs" are about 18-20 years old. After doing some investigation and comparison, here are some "facts" that we found interesting, and may be worth passing along. At the end, I've included a list of "vetted" roofing contractors, for which I receive no compensation or advantage: Price Myth: Or, More money equals a better roof. This is true up to a point. We gave four Roofing Contractors all the same detailed specifications (Premium Slate "like", 40 Year Warranty, 10 years Unconditional Warranty, with 110 MPH Wind Warranty). We asked for extras like "leak guard" rubber barriers, new vent caps, new Copper Flashing, repair/replacement for all damaged wood, new Ridge vent, and new upper Soffit Vents. First, all of the contractors were "vetted" through direct recommendation, visual review of previous job(s), and the Quality of the finished estimate they delivered. All Perform Equal Quality, but not necessarily at equal Cost. Estimates ranged from approximately $5,400 to $14,500 for exactly the same materials. (NOTE: All were registered companies, fully insured, with proven quality track records. They ranged from small, to medium, to national based organizations. The simple fact is that the smaller companies did not have the overhead of a "regional sales manager", a "president", "and various other layers of "management" which are pure cost adders. As you can see, after the first $5,400, we were paying for something other than pure quality. So, in general, more money does not necessarily result in a better roof. In fact, we could have chosen a direct replacement for the original roof (instead of an upgrade with all the extra's) at a price well below $6k. Warranty Myth: "Or, we're the only roofing contractor certified by the manufacturer in this area to give you a warranty". If you hear this one, it's an out an out lie, meant to scare you away from using a competitor. The truth is that the Manufacturers of the Roofing material warranty the roof, if installed to specification, irrespective of who performs the installation. Individual Contractors can give their own warranty for workmanship, which is typically for 12 months. The manufacturer's warranty does vary from manufacturer to manufacturer, but let me give you an example. GAF (which we used) warranties the product we used irrespective of who installs it, as long as all specified materials (not optional materials) are used and installed per GAF specifications. A copy of these specifications (the same ones given to all roofers by GAF) is on line under Installation Information. A detail often overlooked is that GAF requires six (6) nails per shingle to qualify for the 110 MPH warranty. So, no matter who you have do your roof, I suggest you attach a copy of the Manufacture specs to your work contract with a reference to meeting all specs necessary to enable the warranty. Because, if the firm you choose goes out of business next year, then you still can have a defective roof repaired within the warranty time period if you've properly documented the installation (materials, specifications, etc.). By the way GAF makes this a "no brainer" since they have a copy of their warranty on line, which you print out and have the roofer sign and date upon completion of the work. Bigger is Better Myth: "Or, small companies (our competitors) can't give you the quality of work that we can". Given that you've only invited Quality Companies, irrespective of size, to give you a bid, this is patently untrue. Actually some small companies give an attention to detail that larger companies seem to miss entirely. And, in many if not most cases, the owner of the small company is either on the job or part of the work detail. His (or her) reputation is constantly on review. That isn't to say that larger companies don't supply good quality. The point is that bigger is not necessarily better. So, this can open the door for you to consider many new options that just might allow you get the same quality for a better price. Insurance Myth: "Or, small contractors don't have insurance". I actually had two of the more expensive Roofing Contractors tell me this in order to discourage me from using a small independent contractor. This is an example of partial truths. The truth is that any contractor, large or small, can be properly insured or not. You should ask all contractors if they have liability and/or employee insurance. AND, when you select your contractor, you should require as a part of your contract that their insurer send you a signed insurance certificate before start of work and as a condition of work. What you'll find is that small contractors (as well as large) are pleased to do this, since they expect it. If they don't, or if they try to pass off a photocopy of their certificate, bypass them and go to another contractor (whether large or small). But, don't overlook this one, since while the likelihood of an accident is relatively small, it can be quite expensive if the contractor does not have valid and current insurance of the proper amount and type. Roof Vent Myth: "Or, all you need is a new roof vent and your attic will be cooler and the roof will last longer". This one is a little tricky, so worth mentioning. The fact is that the new style roof vents are thought to be better. Apparently, for every 10-15 foot of Roof vent, you can replace one attic fan. Well, be very careful. In order for this to be true, certain conditions have to be met. First, you must have equal or more (preferably more) air entering the soffits (downward edges of front and backs of a roof) than can exit through the roof vent. Here is the caution. SOME HOUSES IN CROSSWINDS DID NOT HAVE SOFFIT VENTS INSTALLED ON THE UPPER ROOF. This means you must have this corrected when the new roof vent is installed. Also, a couple of 2 inch circular vents will not do the job. You probably will need a 2 inch wide by the length of your soffit type vent, front and back, to provide the needed airflow. Here's how to calculate this need. Whichever roof vent you choose, it is rated at so many square inches of airflow. Add that up for the entire length to be installed. Now you must have at least that much soffit vent capacity, and preferably more (2x). Or, just call the help line for the manufacturer and they'll tell you exactly what you must have. Also, a knowledgeable contractor will know this and calculate it for you (BUT, ASK, since this is a detail which is quite often and honestly overlooked). The point is that the roof vent will not work without the required soffit vents in place. There are other requirements too, like removing the old attic fan. Roofing Contractors-Recommendations: First of all, every one of the following roofers were recommended either by Builders, Construction Industry Professionals, or by Crosswinds Neighbors. Every one has performed jobs that they will provide locations and types (depending on the roof you select) for you to visit and inspect. Our favorite was a small company called E&R Contracting Inc. (see detail), which we chose. Actually, I should mention that E&R was also well recommended by one of our neighbors who is a builder/contractor (Peter Prodan, on Gotherstone). Only one of the following was deemed unsatisfactory, primarily due to poor bid quality (not necessarily performance quality). I have not listed prices by contractor as this varies by job and type of roof, plus any extras, and will certainly vary for different houses/conditions. However, the bids for our job ranged from Approximately $5,400 to $14,500. Interestingly enough, the larger the company with more salesmen and managers had the highest prices. You might argue a quality difference, but since the specifications I gave were very detailed (exact materials and installation specs), and given that if installed per the commitment by all, then quality would have been relatively equal. AND, for those of you who like the "thatch type" of Architectural shingles rather than the "slate like" which we chose, keep in mind the actual materials are the same price for either (at least in the GAF 40 year range). I'm not a roofing expert, so my message is quite simple. If you do some comparison shopping, use the internet to get specifications, and review any recommendations against actual jobs completed, there is no need to be intimidated, and there is room to have both quality and a reasonable price. If in doubt, please consult a roofing professional for advice for a specific concern. 1. E&R Contracting

3. STRICKLAND ENTRY SIGN & LEAD MINE ROAD IMPROVEMENTS
As we can all see first hand, significant progress is well underway to widen Strickland road from Creedmoor to Harvest Oaks, and to extend Lead Mine Road from Strickland up to 540 at Six Forks. Right-of-way and clearing are complete. Thompson Construction is the lead contractor. Lead Mine at Strickland is being raised 6 feet and will be tackled first. Total completion of the project is scheduled for December 2004.
On May 9th, Crosswinds received official notice from the city that our existing neighborhood entry sign is in the right-of-way and we have a limited number of days to move it (60-90 days). We’re presently working with neighbor John Keely and seeking other volunteers to assist with the temporary movement & storage of our sign until after the construction is complete.

RAIN SLOWS ROAD WIDENING – LEAD MINE WORK STILL MOVING AHEAD - by DANNY HOOLEY, Staff Writer
RALEIGH -- Travelers along a good stretch of Strickland Road have been driving past miles of orange and white barrels, orange netting and excavated red mud. But because of rainy weather lately, signs of work have been sporadic. Even so, the city's plan to widen Strickland Road to five lanes between Creedmoor and Six Forks roads is sticking fairly close to schedule. The city is adding 18 feet to each side of the two-lane road to allow for two travel lanes in each direction with a center turn lane.
As part of the project, Lead Mine Road is being extended from where it ends at Strickland to cross Baileywick Road and connect with Six Forks. Work on the project began Jan. 6. It is projected to be finished in December 2004.
Tim Sudano, a City of Raleigh project engineer, is managing the construction. The work is being done by Thompson Contracting. "It was going fine the last couple of months," Sudano said, "but with this wet weather, they're starting to fall behind a little bit." Sudano said that workers are mainly concentrating on the Lead Mine project, which doesn't impede traffic. "That's always the easy construction," said Sudano. "Once we get on Strickland itself, that's when it becomes more challenging." Sudano said that some work has started on Strickland. "We're doing some temporary widening already, anticipating some traffic shifting, so that we can begin work in some specific area," Sudano said. "We've got a box culvert to construct across Strickland Road, up toward the Harvest Oaks [Drive] area. That's going to be one thing we do this midsummer."
Samir Bahho, senior project engineer for the city, said the area has been on the state thoroughfare plan since the 1960s. The plan calls for updating and widening streets as traffic warrants. "The traffic data we have warranted that we widen [Strickland] to five lanes," said Bahho. Lead Mine Road, he said, is being extended to ease access to the Outer Loop at Six Forks Road. Bahho said the Lead Mine extension will also ease traffic on Strickland and Six Forks roads.
The cost of construction for the Lead Mine and Strickland projects is $4.39 million, Bahho said. Adding in right of way and design, the cost is about $6 million. Money for the projects was approved by voters in the 2000 Capital Improvement Program bond referendum. The project complements widening work on Strickland that extended from Six Forks to Falls of the Neuse roads. That work cost about $3 million and was completed in September 2002.
Sudano said that, despite temporary weather setbacks, the public has responded well to the plan. "I have not received many complaints," said Sudano. "So when I don't receive many complaints, things are going smooth."

Other cities throughout the country have had some success using these various tools. PLAN TO SLOW TRAFFIC GETS A PUSH - by Sarah Lindenfeld Hall, Staff Writer
RALEIGH -- Residents complaining about cars zipping past their homes could soon get a break. A City Council committee on Wednesday unanimously recommended moving forward on a proposed "traffic calming" program that would give neighborhoods a menu of measures to slow cars.
Kimley-Horn and Associates, the consulting firm hired by the city, reviewed neighborhood traffic programs in 15 cities across the country and found they slowed vehicles between 2 mph and 7 mph. The consultants say the city should pick the neighborhoods to help first by looking at the number of speed-related crashes in the past three years, how wide the streets are, how fast vehicles are going, how much traffic there is and how close the neighborhood is to schools and parks.
Kimley-Horn says the goal is to match the right measure to each street. Eight possible tools include speed humps, which were tested in the Brentwood neighborhood starting in 2000, pavement markings, raised crosswalks and mini traffic circles. But the program could be expensive. Kimley-Horn says the city should spend $300,000 to $500,000 a year on the program. It will cost about $150,000 to fix each neighborhood.
As part of budget talks, council members will discuss whether neighborhoods should help pay the cost, including construction and maintenance. "We can't even talk about it until we look at the budget process and see where we're going to get it from," committee member Neal Hunt said. "I do think it's a priority and I think it's an expense we need to incur."
For years, residents across Raleigh have been clamoring for help from the city. Traditionally, they've sought relief by seeking the council's permission to reduce speed limits from 35 mph to 25 mph or asking the police department to monitor traffic.
Others have found less traditional ways. In North Haven, neighbors stuck handmade speed limit signs in their front yards. In the Fox Run neighborhood, retiree C. H. Burns has whistled loudly and tried other ways to get motorists' attention as they sped in front of his house on Timber Ridge Drive. His efforts, he said, led to eggs thrown at his house.
Burns, 64, who attended Wednesday's committee meeting, said he was pleased with the committee's recommendation. "We're just really in a bind over here because of the speed and there is nothing you can do about it," he said.

Like any area of Raleigh, sections of Crosswinds can occasionally experience power outages. In December 2002 neighbors Bill Buchanan (846-5161) & Suzanne Best (846-2871) initiated a responsive and solution-oriented action plan with CP&L to address Crosswind’s specific needs. The most common reason for outages is “failed cable” which can occur anytime and independent of inclement weather. Therefore, we understand there is currently a comprehensive, staggered “cable replacement” effort underway in the area. As a result, some neighbors are already reporting noticeable service improvements.
IF YOU EXPEREINCE A POWER OUTAGE - MOST IMPORTANT: The CP&L 1-800 outage number below requires that during a power failure, EVERY INDIVIDUAL HOUSEHOLD affected must call in each day to report their own outage. CP&L can then work toward fixing coverage without missing any subscribers.
IMPORTANT CP&L NUMBERS: * 1-800-419-6356. This is the VOICE RESPONSE UNIT, and does not have a live person. You need to report each outage, for every house, each time there is a power failure. If you get an automated call back that your power has been restored, and it has not, then you need to call this number again, if you didn't report as a part of the call back. You may have noticed orange surveying signs & work crews on your block in the last few weeks. This is part of a “Citywide Water-Main Upgrade Analysis Project”.
Survey crews have been employed by the city’s water department to collect & prepare information about all underground utilities along the roadways and right-of-ways on Windjammer, Snow Wind & Seagate, with the intent to possibly upgrade the water service.

PROJECT DETAILS: There are 9 such focus areas under review throughout the city as part of this package. The City of Raleigh has simply engaged these engineering firms to gather enough information in order to determine if work will actually be done & where. Visual inspections, metal detection and other techniques are being used to map out the exact physical locations of existing utilities. No actual improvements or modifications are currently underway. No commitments have been made to contractors or homeowners for actual work. In the event that the city decides to pursue any of these upgrades – then engineering contracts would be advertised and awarded to construction crews sometime in August. Actual work would not begin until late Summer or early Fall, 2003 and would wrap up by year’s end.
Specifically, two main water lines on Seagate would be connected into a single node which would eliminate a current gap between homes. Along Windjammer and Snow Wind, larger water mains would be run in parallel with existing lines and new taps installed in order to address possible concerns about water pressure.
All impacted homeowners should have received notification of the surveying at least 30 days prior via your regular water invoice. In the event any construction work is begun, all homeowners will again be contacted in writing 30 days prior to the start of any work.

Most survey & constructions crews are sub-contracted by the city, phone company, cable company, or any number of other organizations. You’ll have the most success working backward in through the dispatcher. In other cases, you

OF MEETING: Tom Capps (Bowdoin Drive Resident) requested contact with a supervisor through CP&L Customer Service and was called by Miles Tew, West Raleigh Service Coordinator. Miles, in turn, referred Tom to Bobby Crocker, Supervisor for the West Raleigh Operations Center. Bobby agreed to set up a meeting with himself, an engineer and interested residents in Crosswinds. At that point, Paul Carruth distributed flyers to his neighbors while Tom Capps called residents on Bowdoin Drive, Montauk Drive, Lodestar Drive, Seagate Drive and Four Winds Drive. We met with CP&L representatives Tuesday, January 15th, at 7:00PM in their facility at 7001 Pinecrest Road. Crosswinds Residents in attendance were: - Tom Capps, Bowdoin

Supervisor, West Raleigh Operations Center (Owner of Services Delivery
for all of West Raleigh). OVERVIEW: In order to explain the apparent issue of one house not having power (or a side of the street) while the house next door did have power restored (or other side of the street), Miles Tew, CP&L, showed us Maps of Crosswinds, with major feeder and distribution circuits (cables). He explained that while Crosswinds is supplied (for the most part) by the "Six Forks Substation", there are approximately three (3) major feeder circuits coming into Crosswinds from outside major distribution lines. In order to balance load, and to allow work around for cable faults (failures) these lines are divided into different "phases" and "circuits". To net this out, it means that the house across the street may be on a different circuit than yours, and may work when yours doesn't (or vice versa). Also, it is possible that people on the same circuit may not all work if there is a transformer problem or a line problem going to a particular house (although this last example was not a major issue during the ice storm for Crosswinds). NOTE: It isn't important that you understand this at a technical level. But, for purposes of getting service restored faster next time, and for understanding what CP&L can do to help prevent failures in the future, it is necessary to understand that there are valid reasons for why two houses across from each other might not be working the same. THE PROBLEM: Problem #2, SECONDARY UNDERGROUND CABLE FAILURES: This clearly was the case in the Bowdoin, Montauk, Seagate, and Lodestar areas (and adjoining areas on same circuit). Apparently the Seagate failure was separate from the Lodestar Failure. There is a relationship between the Bowdoin, Montauk and Lodestar areas, through a common circuit. However, the nature of the failures was similar or the same in all instances. As mentioned previously, they are thought to be due to the cable (or a splice) absorbing moisture/water while service from the main supply line was interrupted. When power was turned back on, the moisture caused a "short" which broke the cable and caused everyone on that circuit to loose power again (This explains why some people had power restored for 15-45 minutes, then lost it again). THIS IS VERY IMPORTANT TO KNOW, because these failures come in two flavors: Flavor one is those failures that can't be predicted and can only be fixed after they occur. Flavor two is those failures that can be predicted, and as such, the problem can be fixed so that it doesn't ever happen. IT IS THE FAILURES THAT CAN BE PREDICTED WHICH WE ARE MOST CONCERNED WITH, and will be covered below in solutions: SOLUTIONS: Communications: Bobby Crocker will work with the "Voice Response Unit (VRU)" owner to determine if they can provide better communications, especially for handling second callbacks for problems that CP&L thought repaired which were in fact not repaired. He will call us back on Wednesday Jan 16th with a feedback as to what action they are able to take. In the meantime they supplied several numbers to use WHEN THE 1-800 NUMBER IS USED but does not result in a speedy repair. These numbers in order that you should use them are: q 1-800-419-6356.

CABLE FAILURES THAT CAN BE PREDICTED (and fixed before they occur): Bobby Crocker, Miles Tew, and Eric Bias will review all cable faults occurring over the last several years (including Hurricane Fran, the Ice Storm, etc.) and will determine whether they can fix our underground cables so as to "prevent" future outages. They have added Lodestar to the list containing Bowdoin and Seagate. They will call us back on Wednesday Jan 16th with feedback as to what they can and cannot do. Problems they will look for are: - Review All Cable
faults, especially in the Bowdoin, Seagate, and Lodestar areas. SUMMARY: The Ice Storm of 2002 affected a very large population, of which the Crosswinds community is but a small (however important part). CP&L worked long and hard to restore power as quickly as possible, for what was termed the "worst power outage" NC has ever experienced. Having said this, CP&L and we believe there are "lessons to be learned" and "things that can be done" to further improve service and perhaps prevent delayed repair in the future. The first is improvement of the CP&L Voice Response and Call Back systems so that better tracking and repair of "complex" outage problems can be handled more effectively. The second is to fix or replace known defects in existing underground cable. At the same time, we can also contribute by making sure we all call in power outages so that CP&L understands the magnitude of the outage immediately, and by "escalating" problems when appropriate (e.g. multiple outages in same span between transformers, poor response time, etc.). It is our opinion that the Homeowners association should consider giving "block captains" an additional mission as acting as focus points for getting the word out on what does and what does not help in addressing these problems.
