Right-Click on this link: ndoa.exe

Choose "Save Link As..." or "Save Target as..." from the right-click menu.
Place the file in a convenient folder on your disk. It is a "self-extracting zip" file.
Double-click on it from Explorer. That should start a "WinZip Self-extraction" session.
Tell the WinZip dialog box what folder to Unzip (uncompress) into, and then click the [Unzip] button.
The sample database file cw-ndoa.mdb will then be created.
After WinZip reports success, click its [Close] button to make it go away.

You can then open cw-ndoa.mdb with Access 97 or convert it to a later version of Access
